Board of Supervisiors Meeting The Board of Supervisors met in Session on the above date with the following members present: Condon, Dencklau, Motl, Singer and Peterson. Absent: None. At 9:00a.m. the Board of Supervisors met to Canvass Drainage District #96 Director District #2 Election held on January 16, 2010. Moved by Motl, seconded by Singer to approve the following as the official canvass of said election: Ted Fiala - 6 votes; Scattering - 0 votes; Ted Fiala declared duly elected Drainage District #96 Trustee – Director District No. 2 for a three year term. Motion carried unanimously. Moved by Motl, seconded by Singer to approve minutes of the January 19, 2010 regular meeting. Motion carried unanimously. A Public Hearing was held to amend Fiscal Year 2009-2010 County Budget and approve department appropriation changes. Upon closed of public hearing, Singer moved and Peterson seconded to approve Fiscal Year 2009-2010 County Budget and approve the following department appropriation changes:
Motion carried unanimously. Moved by Peterson, seconded by Condon to approve salary schedule increase for Melissa Eisenbarth to $32,565.74, effective upon approval. Motion carried unanimously. Moved by Condon, seconded by Motl to accept resignation of Nancy Herzberg, effective January 29, 2010, per retirement. Motion carried unanimously. Moved by Motl, seconded by Singer to approve Beer Permit Application for Back to Basics Country Store. Motion carried unanimously. Moved by Singer, seconded by Peterson to receive and place on file County Recorder’s Report of Fees Collected for quarter ending December 31, 2009. (Copy on file in Auditor’s office). Motion carried unanimously. Moved by Peterson, seconded by Condon to receive and place on file County General Assistance Report of Persons Served and the Veteran Affair’s Commission Report for quarter ending December 31, 2009. (Copy on file in Auditor’s office). Motion carried unanimously. Moved by Condon, seconded by Motl to approve and authorize deposit into Conservation Trust fund of 2009 Conservation Reserve Payments and Direct Farm Payment for Miller Marsh Wildlife Area from Kirk Seltz, Operator, in the amount of $5,538.00. Motion carried unanimously. Moved by Motl, seconded by Singer to approve 2010 Farm Rent Proposal submitted by Iowa Central Community College Farm Operations Class and authorize Chair to sign 2010 Farm Lease. (Copy on file in Auditor’s office). Motion carried unanimously. Moved by Singer, seconded by Peterson to approve the following resolution:

Moved by Peterson, seconded by Condon to approve and authorize Chair to sign Iowa DOT Federal Aid Funding Agreement Number 1-10-HRRS-002 for Bridge Replacement Project BROS-CO94(86)-8J-94 located between Sections 27 and 34, Badger Township. (Copy on file in Engineer’s office). Motion carried unanimously. Moved by Motl, seconded by Singer to open discussion on both Item #13 and #14 relevant to agreements with cities for construction and maintenance of Farm to Market Extensions and discussion followed. Moved by Motl, seconded by Singer to approve amending 28E Agreements with Callender, Clare, Duncombe, Farnhamville, Harcourt, Lehigh, Moorland and Vincent regarding the construction and maintenance of Farm to Market Extensions by changing the amount of road use tax reimbursement from 100% to 50% in FY2011 and from 100% to 0% in FY2012. Roll call vote: Ayes – Singer. Nays: Condon, Peterson and Motl. Motion failed. Moved by Motl, seconded by Singer to authorize County Engineer to negotiate 28E Agreements with Badger, Barnum, Callender, Clare, Dayton, Duncombe, Farnhamville, Fort Dodge, Gowrie, Harcourt, Lehigh, Moorland, Otho, Stratford, and Vincent regarding the construction and maintenance of all county road extensions within their corporate limits. Motion carried unanimously. Moved by Motl, seconded by Singer the meeting adjourned. Motion carried unanimously.
